The Ethereum Foundation has awarded funding to WEBCAT: Verifiable, Censorship-Resistant Frontends for Web Applications under its Trillion-Dollar Security (1TS) initiative. This supports continued development of technology designed to help users verify that the web applications running in their browsers have not been secretly modified or tampered with. Additionally, the project now appears in the Foundation’s official Ecosystem Support Program (ESP) funded-projects database under the Security category for the third quarter of 2026.
The Foundation has not publicly disclosed the financial size of the grant. Its funding database identifies WEBCAT as developer tooling focused on security, but does not specify the award amount or milestone schedule.
According to the WEBCAT project’s official documentation, the software enables websites to publish cryptographically signed versions of their applications while recording those releases in transparency logs. Furthermore, a browser extension then verifies locally that the application received by the user matches the publisher’s publicly auditable commitments before allowing it to execute.
The project argues that HTTPS protects encrypted connections but does not guarantee that every visitor receives identical application code. Since websites can dynamically change JavaScript at any time, users generally have limited visibility into whether the code delivered to their browser matches what developers intended.
WEBCAT is designed to address that problem through signed manifests, decentralized trust infrastructure and transparency logs that create tamper-evident records of software releases. Moreover, verification occurs locally without requiring third-party lookups, according to the project’s documentation.
The award fits within the Ethereum Foundation’s broader Trillion Dollar Security (1TS) initiative. This initiative was introduced in 2025 to strengthen security across every layer of the Ethereum ecosystem from wallets and developer tooling to protocol infrastructure and user experience.
The Foundation has described 1TS as an ecosystem-wide effort intended to make Ethereum secure enough to protect trillions of dollars in digital assets. In addition, it aims to improve trust for individuals, enterprises and institutions.

Even when smart contracts operate correctly, attackers can manipulate the interface users rely on to approve transactions.
The Ethereum Foundation has increasingly emphasized this risk in recent security publications, including its work on clear-signing standards and browser-based protections. These are intended to reduce blind signing and deceptive transaction approvals.
WEBCAT complements those efforts by attempting to verify the integrity of application code before it reaches end users.
The Ecosystem Support Program has consistently funded open-source security infrastructure rather than only protocol development.
